Title: Too many requests

A reserved code. The status is fixed at 429 by the contract, so a client that sees this code can act on the status without reading further.

Contract infrastructure — this URI is permanent. PLAN §1 stability rule 2 / DECISIONS.md MD30 exempts docs.cafaye.com/errors/<code> from every docs redesign and path rewrite: a client may store this URI and dereference it years later. The only permitted change is the addition of a new <code>.
